基于综合评价法的政府采购方式选择研究

Abstract: 现实中政府采购方式的选择往往是由主观决定的,还没有量化的选择标准。本文将其影响因素分为6个方面:一是成本效益、二是时效、三是采购质量、四是清廉、五是服务满意度、六是政策环境,然后利用德尔菲法和层次分析法对六个因素进行定量分析,在分别将六个因素作为单一影响因素的情况下,以及综合考虑六个因素下的最优采购方式。
