Abstract: With the deepening emphasis of the tobacco industry on scientific and technological innovation work,project management has become the most important task of the scientific and technological innovation.Considering the uniqueness of the technology innovation of the municipal tobacco business systems,this paper proposed targeted project management scheme,which is based on the scheme of the technological innovation group of strategic functions,and we described the workflow in detail,and finally evaluated the scheme.
