Abstract: The paper makes an empirical study on the location decision of firms in the process of inter-regional industry transfer by using the panel data model. The results show that labor cost and resource endowment are the main determinants of firms’ location decision;market’s scale has no significant effect on the decision in collective level;spill-over effect of agglomeration is less than competitive effect before 2002,then boosts up increasingly and exceeds the competitive effect;labor quality only has notable effect in long term;industry policy only has distinguish effect on the firms which transfer to the middle China. Finally, some suggestions are provided to promote inter-regional industry transfer in China.
