Abstract: In order to determine the shear capacity of low anchor bolt in steel column base.Two constructions of steel column base were studied by experiment.One is on the shear behavior of anchor bolt,and another is on shear behavior of shear connector.According to experimental study and theroretical research.P-δhysteresis curues were obtained.The formula of shear capacity for exposed-type column base in the low anchor with different constructions is put forward.And some revision are provided about setting sheer key on the column base of Code for design of steel structures（GB 50017-2003）.
