Abstract: In order to improve the water environment quality and ease of administration,the total amount allocation mainline and allocation model of water pollutants in a watershed had been researched. River district-administrative region-pollution source was put forward as total amount allocation mainline,the weight of allocation were determined,and index system of allocation was established. The method of Delphi-AHP、Gini Coefficient and Equod Proportion Method had been used to establish the allocation and adjustment model of the maximum permissible discharge of water pollutants in the river districtadministrative region,and the model of current reduction distribution in the administrative region-pollution source. The total amount allocation model had been researched with the study object of Dan River in Jincheng.
