Roger Bell made the mistake of thinking that they would automatically see things the way he did, that they would see the value of the changes being made and that they would pass these new beliefs onto patients. It is impossible to plan strategic changes in any organisation without taking into account its culture and the people who come together to create that culture. Anything other than the most rudimentary planning is superfluous. People generally put off doing things if no deadline is set, because human nature always finds something else to do that has a higher priority. Strategic analysis is simple, it is implementation that is difficult and it is almost always the human element that complicates the process. It is one of the fundamental principles of strategic planning that any plan will only truly work if it has the backing and involvement of the organisation’s workforce.
