ABSTRACT

This chapter examines the relationship between land ownership, land exchange and land development for industrial use. It describes how ownership behaviour constrains the supply of land and will specifically illustrate how passive ownership may be challenged. The chapter examines the role of statutory agencies and of compulsory purchase procedures. The chapter also offers a definition of active and passive behaviour, before going on to explore how ownership behaviour may constrain the supply of land in various ways. It considers the extent to which landowners expectations and land management strategies gave rise to supply constraints. It will be possible for passive behaviour by landowners to be challenged by direct approaches from development interests, which may again cause landowners to review their strategies and the opportunity costs of holding under utilized land.
