In local cities, bus use is decreasing and bus company business is hit hard. However, deregulation of bus service was introduced in 2001 fiscal year, freeing bus service planning. In this study, the characteristics and needs of bus users are analyzed in order to secure the optimal service in different cities. Through investigation was carried out, we evaluated the introduction of the bus on a circular route. Kishi's Logit PSM is applied to evaluation of the bus fare.
