Deceased.

Boris Alekseevich Rumyantsev (1944–1977) was one of the most brilliant and talented theoretical nuclear physicists. The editorial board of our journal has got one of his last articles not published during his life. We deem it still interesting. The article was prepared for publication by V.A. Khodel.
