In his introduction to Face to Face with Distance Education Gordon Burt begins as follows:

Teach more students, cut costs, improve quality! Education institutions today are presented with the conundrum of how to expand provision and reduce costs without harming educational quality. Some say that distance education is the answer … major savings are possible due to reductions in the time which staff spend in face to face contact.

The agenda for this book is formed by the following questions:
