State Government Promotion of Manufacturing Exports: A Gap Analysis

Abstract

This study empirically examines the level of the export-related expertise of manufacturing firms in a Midwestern state of the United States, various problems they face in export business, and types of government assistance desired, by their stage of export involvement. It also investigates the appropriateness of government export assistance and the gap between governmental export promotion efforts and private sector needs. It is shown that the identification of expertise, problems, and government assistance needs by export stage can help government agencies develop a systematic approach to export promotion.

*Masaaki Kotabe is on the Faculty of Marketing and International Business at the University of Texas at Austin. His research interests include global sourcing, competitive strategy, export management, and cross-cultural comparative issues. His research has appeared in such journals as Journal of International Business Studies, Columbia Journal of World Business, International Marketing Review, and Journal of Marketing, among others. He is the author of Global Sourcing Strategy: R&D, Manufacturing, and Marketing Interfaces, published by Quorum Books in 1992.

**Michael R. Czinkota is on the Faculty of Marketing and International Business at Georgetown University. He served as U.S. Deputy Assitant Secretary of Commerce from 1986 to 1989, and was also Head of the Delegation to the OECD Industry Committee in Paris. His research interests include export strategy, export policy, and export promotion. His research has appeared in Journal of International Business Studies, Columbia Journal of World Business, among others. His most recent book is International Marketing (second edition), published by Dryden Press.

Their jointly coedited book, Japanese Distribution System Handbook, is scheduled for publication by Probus Publishing Company in December 1992.
