Preparing the people for capitalism: relations with depositors in a French savings bank during the 1820s

Abstract

The study of the foundation of the Bouches-du-Rhône Savings Bank in 1821 provides an opportunity for observing how the local elite intended to lead the working classes into economic recovery. Their relationships with depositors was a clear evidence of their own belief in economic progress, and involved a new definition of how they would socially intervene, consisting of teaching an example of behaviour that would guarantee freedom. The underlying object was to give a liberal dimension to paid work by enabling it to ensure the independence of the poorest through savings. The nineteenth century opened up the social arena to morality and the founders of the Marseilles savings bank were acting within this perspective. As a significant institution, a savings bank constituted a tool for social control well suited to strengthening proximity power. The actual activity of a trustee of a savings bank sheds light on the way the upper classes integrated this work to its own strategies of economic and social domination.

L'étude de la fondation de la Caisse d'épargne des Bouches-du-Rho¸ne, en 1821, permet d'observer comment les élites économiques entendent accompagner la classe populaire dans la reprise. La relation aux déposants constitue la manifestation tangible de leur foi dans le progrès économique, elle passe par une définition nouvelle de l'intervention sociale des élites, consistant à enseigner un modèle de comportement qui soit une garantie de liberté. Il s'agit de donner toute sa dimension libérale au travail salarié, c'est à dire de lui permettre d'assurer l'indépendance des plus modestes par l'épargne. Le XIXe siècle ouvre le champ social à la morale, les fondateurs de la Caisse marseillaise inscrivent leur action dans cette perspective. Institution de notables, une Caisse d'épargne constitue un outil de contrôle social propice au renforcement du pouvoir de proximité. Les formes concrètes de l'action d'un administrateur de Caisse d'épargne permettent de voir comment la haute bourgeoisie intègre cette œuvre à ses stratégies de domination économique et sociale.

Die Studie der Gründung der Sparkasse Bouches-du-Rhône im Jahr 1821 zeigt, wie die wirtschaftliche Elite plante, die breite Masse am Wiederaufschwung teilhaben zu lassen. Ihre Beziehung zu den Einlegern ist Zeuge ihres Glaubens an wirtschaftlichen Fortschritt. Die gesellschaftliche Intervention der Eliten wird neu definiert, im Sinne eines Verhaltensmodells, das Liberalität garantieren soll. Es handelte sich darum, der entlohnten Arbeit ihren liberalen Charakter zu verleihen, dem Arbeiter die Unabhängigkeit durch bescheidenste Ersparnisse zu sichern. Das 19. Jahrhundert öffnet dem gesellschaftlichen Feld die Moral – die Gründer der Marseiller Sparkasse sehen ihre Aktion in diesem Licht. Als Institution der Honoratioren dient die Sparkasse der sozialen Kontrolle. Anhand der konkreten Handlungsweise eines Mitglieds des Verwaltungsrats einer Sparkasse wird gezeigt, wie das Grossbürgertum dieses Werk in seine Strategie der wirtschaftlichen und sozialen Beherrschung einbezieht.
