    The Dutch Minister of Health, Welfare and Sport (VWS) concluded that competition in Dutch healthcare got out of hand and should be restricted to guarantee high quality care [16]. A recent conclusion from a special issue in Health Policy concluded that still much work needs to be done [17], also to restore low institutional trust [18,19]. Low levels of trust may reduce support for the new health care system among stakeholders [2].
