Conclusion

The book provides state-of-the-art thinking on the theory and practice of measurement. But, perhaps, its greatest strength is that it clarifies that measurement is secondary to the conceptualization of the issues that it is intended to address. Measurement can only be as good as the theorizing and the qualitative development on which it is based. It will take effort by practitioners to move from qualitative to quantitative and back to qualitative. It will also take effort from psychometricians
