Abstract

We present here the essential elements which describe the genesis, development, results and status of an initiative known as EcoPlata. EcoPlata is a long-term joint venture between Uruguay and Canada in the area of marine science. Its preliminary goal was to develop a strategy to improve Uruguayan national capacity in integrated coastal management through the application of good scientific principles, while the ultimate goal was to influence ongoing national policy discussions related to scientific research. The EcoPlata program was designed in two successive phases: the first was devoted to planning; during the second, a work strategy to promote institutional research was implemented using well-defined scientific objectives. A future phase will advance activities to a more sophisticated level in order to involve a broader array of institutional participants, as well as move the decision process into the realm of integrated management. As a consequence of these impending changes, every effort will be made to maximize budgetary resources available to EcoPlata from all sources.

Thanks to state investments and foreign donations, some community initiatives managed by regional governments and private investors are advancing. In Latin America and the Caribbean (LAC) there are interesting examples of national studies on ICZM policy and programs: Mexico (Rivera-Arriaga and Villalobos, 2001; Nava et al., 2017), Uruguay (Martínez and Fournier, 1999; Pérez and Chica, 2015), Brazil (Barragán Muñoz, 2001; Jablonski and Filet, 2008), Argentina (Barragán Muñoz et al., 2003), Chile (Barragán Muñoz et al., 2005), Dominican Republic (Jorge, 1997), Barragán y Lazo (2018). Another reference that can be cited to gain insight into the status of ICZM in LAC countries is the publication of the Ibermar Network (Barragán, 2009).

During the period between 1991 and 1993, links were established between the scientific communities of Uruguay and Canada. This led to the Programme being oriented towards the strengthening of research capacities in marine sciences [35]. Thus, a path was opened so that the participating institutions could join forces in matters of common work objectives.
