Abstract

The design of the Rovni Lake reservoir in the Kolubara District, western Serbia, is the basis for the regional water-supply system there. The design was promoted as an example of integrative and sustainable water management, with regard to the planned provision for long-term municipal water supply in the Kolubara region, as well as for the regulation of the downstream river flow. Hydrogeological analyses, however, have indicated three key issues that contest this sustainable water-management model: (1) the capability of the available groundwater sources to fully meet the drinking water demands in the region, (2) a pronounced risk of water loss from the reservoir, and (3) a pronounced risk of karst aquifer contamination. The Rovni project ignores the hydrogeological properties of a karst aquifer and thereby needlessly threatens the groundwater resource. Hence, modifications to the project are recommended in order to mitigate or eliminate the most significant construction and ecological risk factors and to improve sustainable exploitation and integrative water-resource management.

Résumé

La conception du réservoir du Lac Rovni dans le District de Kolubara, Ouest de la Serbie, est ici la base du système régional d’alimentation en eau. Cette conception a été présentée comme un exemple de gestion intégrée et durable de l’eau, s’agissant des prévisions à long terme pour l’alimentation en eau des municipalités de la région de Kolubara, ainsi que de la régulation du flux aval de la rivière. Des analyses hydrogéologiques ont toutefois révélé trois questions clefs qui contrarient ce modèle de gestion durable de l’eau: (1) la capacité des sources disponibles à satisfaire pleinement la demande en eau potable, (2) un risque prononcé de perte d’eau du réservoir, et (3) un risque prononcé de contamination de l’aquifère karstique. Le projet Rovni ignore les propriétés hydrogéologiques d’un aquifère karstique et, de ce fait, menace inutilement la ressource souterraine. En conséquence, il est recommandé de modifier le projet afin d’atténuer ou d’éliminer les facteurs de risque les plus marqués portant sur la conception et l’écologie, et d’améliorer la pérennité de l’exploitation et la gestion intégrée de la ressource en eau.

Resumen

El diseño del reservorio del lago Rovni en el distrito Kolubara, en el oeste de Serbia, es la base allí para el sistema de abastecimiento regional de agua. El diseño fue promovido como un ejemplo de una gestión sustentable e integrativa del agua con respecto al abastecimiento a la región Kolubara, así como para la regulación del flujo del río aguas abajo. Los análisis hidrogeológicos, sin embargo, han indicado tres puntos claves que contrarían este modelo de gestión sustentable del agua: (1) la capacidad de fuentes disponibles de agua subterránea para satisfacer plenamente las demandas de agua potable en la región, (2) un riesgo pronunciado de pérdida de agua desde el reservorio, y (3) un riesgo pronunciado de contaminación del acuífero kárstico. El proyecto Rovni ignora las propiedades hidrogeológicas de un acuífero kárstico y por lo tanto la amenaza innecesaria del recurso de agua subterránea. Por lo tanto, se recomiendan modificaciones para el proyecto con el objeto de mitigar o eliminar los factores de riesgos constructivos y ecológicos más significativos para mejorar la explotación sustentable e integrativa de la gestión del recurso agua.

摘要

塞尔维亚西部Kolubara地区Rovni湖水库的设计是区域水资源供水系统的基础。该设计意图综合考虑Kolubara地区的长期城市供水和下游河流径流量的调节,并将之作为整体化可持续水管理的范例。然而,水文地质分析表明有三个关键问题挑战现有的水管理模型:(1)可开采资源量能否满足区域饮用水供水需求;(2)水库耗水的显著风险;(3)喀斯特含水层受污染的显著风险。Rovni项目忽略了喀斯特含水层的水文地质特征,从而威胁到了地下水资源。因此,我们推荐对该项目设计进行修改,以减缓或者消除最显著的建筑和生态风险因素,提高可持续开发和水资源管理的水平。

Resumo

O projeto do reservatório do Lago Rovni, no Distrito de Kolubara, Sérvia ocidental, constitui a base do sistema regional de abastecimento de água. A sua conceção foi apresentada como um exemplo de gestão integradora e sustentável de recursos hídricos, quer no que diz respeito às necessidades de armazenamento previstas para o abastecimento de água a longo prazo à região municipal da Kolubara, quer na regulação do caudal do rio a jusante. Não obstante, análises hidrogeológicas efetuadas indicaram três questões-chave que põem em causa a sustentabilidade deste modelo de gestão da água: (1) a capacidade das origens de água subterrânea disponíveis atenderem plenamente a procura de água potável na região; (2) o risco acentuado de perda de água no reservatório; e (3) o risco pronunciado de contaminação do aquífero cársico. O projeto do Lago Rovni ignora as propriedades hidrogeológicas caraterísticas de um aquífero cársico e, assim, ameaça desnecessariamente os recursos hídricos subterrâneos existentes na região. Com base no exposto, recomendam-se modificações no projeto, a fim de mitigar ou eliminar aspetos menos bem conseguidos da construção e, ainda, fatores de risco ecológico existentes, visando melhorar a exploração e gestão sustentável e integrada dos recursos hídricos.

Apstrakt

Projekat akumulacionog Jezera Rovni, u Kolubarskom Regionu, u zapadnoj Srbiji, predstavlja osnov za regionalni sistem vodosnabdevanja. Projekat je promovisan kao primer integrativnog i održivog upravljanja vodama, kojim će se obezbediti dugoročno komunalno vodosnabdevanje naselja Kolubarskog Regiona, kao i regulacija nizvodnog rečnog proticaja. Međutim, hidrogeološke analize su ukazale na tri ključna elementa koji osporavaju održivost ovog modela: (1) resursi podzemnih voda u potpunosti mogu da zadovolje potrebe u pijaćoj vodi, (2) izražen je rizik od gubitaka vode iz akumulacije, (3) izražen je rizik od zagađivanja karstne izdani. Projektom Rovni su ignorisana hidrogeološka svojstva karstne izdani i neptrebno ugroženi resuursi podzemnih voda. Preporučena je izmena, kojom će se ublažiti ili eliminisati najznačajniji faktori rizika gradnje i negativnog ekološkog uticaja i unaprediti održivost eksploatacije i integrativnost u upravljanju vodnim resursima.
