Zusammenfassung

Im Rahmen einer Geschichte der Statistik in den internationalen Organisationen werden die zwanzig Jahre zwischen 1919 und 1939 charakterisiert durch:

  1. 1.

    Eine erhebliche Ausdehnung der von internationalen Organisationen statistisch bearbeiteten Gebiete.

  2. 2.

    Eine nur lose Koordination der Arbeit verschiedener Organisationen durch Doppelmitgliedschaft, Gemischte Kommissionen oder Konferenzen.

  3. 3.

    Eine Belebung der nationalen amtlichen Statistik durch Anregungen internationaler Gremien.

Einer Darstellung der allgemeinen Entwicklungstendenzen der Statistik in den — und der Zusammenarbeit der — internationalen Organisationen sowie der Tätigkeit der zur Pflege der Statistik eigens gegründeten internationalen Institutionen folgt eine Beschreibung der statistischen Arbeiten einzelner (insgesamt etwa 50) internationaler Organisationen, die nach dem Schwerpunkt ihrer statistischen Tätigkeit unter einem der folgenden Gesichtspunkte zusammengefaßt werden: Wirtschaftsstatistik, Landwirtschafts- und Fischereistatistik, Verkehrsstatistik, Kolonialstatistik, Arbeitsstatistik, Gesundheitsstatistik und Sonstiges. Innerhalb dieser Abschnitte werden weiterhin unterschieden: Völkerbundsorganisationen; sonstige, auf Grund zwischenstaatlicher Abkommen entstandene Organisationen, nichtamtliche Organisationen und regionale Organisationen. Soweit möglich, werden bei jeder Organisation Aufgaben, Mitglieder, organisatorischer Aufbau, Arbeiten materiell-statistischer oder methodischer Art und die wesentlichen Veröffentlichungen erwähnt.

Da bereits in der Völkerbundszeit die Zahl der internationalen Organisationen fast unübersehbar war, konnte nur versucht werden, wenigstens die möglichst erschöpfend zu behandeln, deren Arbeit auf ihrem Gebiet für die internationale Statistik von erheblicher Bedeutung war.

Résumé

Selon l’auteur, l’histoire de la statistique des organisations internationales entre 1919 et 1939 peut être caractérisée par trois traits:

  1. 1)

    l’extension considérable des domaines statistiquement exploités par les organisations internationales;

  2. 2)

    la coordination très lâche de différentes organisations par participation double, commissions mixtes ou conférences;

  3. 3)

    le progrès des statistiques officielles nationales grâce à l’initiative des institutions internationales.

L’auteur analyse d’abord le développement général de la statistique, la coopération statistique, et la promotion de la statistique dans et par les organisations internationales. Puis il expose les travaux statistiques effectués par des organisations internationales isolées (d’environ 50). Ceux-ci, d’après leur activité statistique principale, sont divisés en: économie, agriculture et pêche, communications et transports, territoires d’outre-mer, travail et emploi, hygiène publique etc.... A l’intérieur de cette classification l’auteur distingue les organisations adhérant à la Société des Nations, les organisations issues de traités ou conventions internationaux, les organisations non-gouvernementales et enfin les organisations régionales. Outre les principaux travaux statistiques et les publications essentielles, l’auteur mentionne les objectifs, les adhérants et la structure de ces différentes organisations.

La multitude des organisations internationales à cette époque empêchait l’auteur de traiter ces problèmes dans leur détails. Il a cependant examiné les organisations qui ont fourni une contribution notable à la statistique internationale dans leur domaine.

Summary

The author holds that the twenty years between 1919 and 1939 might be characterized by:

  1. 1.

    A remarkable extension in the scope of statistical work in international organizations;

  2. 2.

    A but sparse coordination of statistical activities in different institutions by duplicate membership, mixed commissions or working conferences;

  3. 3.

    An improvement of national statistics due to suggestions of international bodies.

His account of general tendencies in the development of statistics in—and the cooperation of—international organizations is followed by a summary of the accomplishments of those international institutions which—like the International Statistical Institute—have been founded to promote statistics.

The several forty individual organizations, mentioned in the paper, are, according to their principal activities, classified as furthering one of the following fields of international statistics: Economic and financial statistics, agricultural and fishery-statistics, communications and transit statistics, colonial statistics, labour statistics, public health statistics, and others. In those cases in which these sections have been subdivided, the international organizations have been grouped under the following headings: League of Nations organizations, other inter-governmental organizations, non-governmental organizations, and regional organizations.

Aside from the statistical work done and the principal papers and periodicals published, aims, membership, and structure of the individual organization have generally been mentioned.

Owing to the vast number of international organizations then active, the author could only try to present all those, whose work had been of considerable importance in their special field of international statistics.
