Extended Summary
There are two significant reasons why the technical structure of the ESPRIT programme has changed during its lifetime. One is the increasing pressure (even though this has not been the result of any concerted campaign) for projects in the programme to generate products with commercial value. The other is that ESPRIT is now a component of a larger C.E.C. R&D effort that includes such initiatives as RACE, AIM, DRIVE etc. and that fits into a larger envelope: the Framework plan.
