Abstract

This article is about simplifying the law and improving its quality. Legislation is the most important output of the political process. In the last decade it has received special attention. There are two technical issues related to the simplification of the legal system: the review and determination of the existing laws, which is the most important thing for the legal players and for citizens: if all these temporary accumulated laws cannot be eliminated, you can’t say that you know which are in force and which are not (one needs to control law). This is an important point that has more to do with the ordering syntax than with semantics; and for that so many operations can be done automatically with the aid of computers. The other issue has to do with the quality of legislation and refers to an old legal concept called effectiveness and relates to compliance with the laws and their way of verification.
