Border governance is a multifaceted concept. There is no clear-cut unanimity as to its meaning. Border governance facilitates social and economic development and contributes to an environment where human rights are respected. The issue of accountability is the central dimension in cross-border governance. Promotion and respect for human rights is crucial for border governance. A shoot-to-kill policy is a border reinforcement strategy. It is a systematic shooting practices employed by border guards against unauthorized border crossers as an official state policy. The shoot-to-kill strategy is an impediment to border governance.
