Digital Statelessness

The Gap Between Technological Advancement and the Full Guarantee of Human Rights

Abstract

The development of technology in the 21st century has shortened distances and made life easier for individuals. Services that make use of technology are more efficient than others. Moreover, the internet has a major role in providing services, both in the private and public sectors. The world wide web has changed the face of 21st century society, especially by bringing individuals closer to issues previously left to politicians, revisiting the Agora of Athenas, in a renewal of citizenship, now, on the virtual plane. However, it cannot be forgotten that many individuals are at the mercy of this whole social revolution since they are not inserted in digital citizenship or are ineffective. Furthermore, this condition of digital statelessness proves to be very strong in times of pandemic, such as the current one, when COVID-19 placed such different states on the same level. This article seeks to analyze access to digital citizenship and the gap between guaranteeing Human Rights and social advancement at the technological level.
