Abstract

This second chapter of Part II elaborates a vacancy chain perspective on ForestCo’s internal labor market (ILM). It is also the first of three chapters to examine vacancy chain processes from a more detailed and interpretive perspective than the more objective, quantitative, statistical analysis presented in Chapter 3. Further details and interpretations of the contextual and situational reasons for each vacancy chain evolving as it did are based on information obtained from interviews with persons responsible for the decisions at the staffing nodes in each vacancy chain. Although based on interviews concerning staffing decisions, the information obtained is presented from a vacancy chain perspective. The interpretive focus comes from attempts to make sense, not of each staffing decision and action, but of the overall set of issues associated with each vacancy chain.
